Currently is there a way that when a usb memory stick is plugged in, there is some notification? Also is there a way to unmount the usb memory stick?

Sorry I don't understand your reply.
To give you an example of what I talking about...if I plug in a usb memory stick, using Unity or Gnome 3, an icon will pop up on the desktop showing that the usb stick is mounted. I can click on that icon to view the usb stick or unmount it. Right now I have the shortcut applet but I have to select it to see if the usb stick is recognized. Is something wrong with my installation or is what I have described, normal?

Well this is exactly what "Shorcut" can do… or I missed something ?
Some pictures for explain (sorry, it's in french, but I will translate).

1. Plug in a memory stick :

"Hard disk 500 GB was connected"

What you are showing is what I would expect but as I said none of that is happening. I have to open up the home directory to see the usd memory stick. So something must be wrong with my installation.

Can you try to add a delay at the startup of Cairo-Dock ? Maybe it load to fast and the plugin "Shortcut" don't work correctly.

cairo-dock -o -w 10

-o : Load OpenGl backend
-w 10 : Wait 10 seconds

If that don't work, maybe it's a bug with the plugin and your configuration (but this one seems standard).

Well I found out what was the problem. Under configuration for shortcuts there is an option:
List drives and volumes

That wasn't checked. Once I did, it worked as expected.
