Cairo ver - 3.0.0.0beta1
With effects (no unity)
Ubuntu 12.4 64 bit
Using opengl
Compiz (what comes standard)
Gnome
Intel 2405S Sandy Bridge w/ 4GB ram

Since I'm testing Ubuntu 12.4 alpha, I re-install alot. During a couple of install ago I noticed when I first loaded the theme tar file the top dock would be the same size as the bottom dock. But after the first reboot / login the top dock got smaller. I have a photo of the top dock size being smaller.

The original theme I copied and changed had the top dock to follow the bottom dock for size but the top dock was even smaller. I set the top dock to the largest size which made it larger but still not the same size as the bottom dock. Please advise.

I just did another install of everything. Here is a photo of the top dock with the large size.

from the 3.0, icons size can be set per dock.
so for your second dock, be sure that the size is set as you want.
also if the view is different for the 2 docks, this can result in different rendering.

also, if the icons don't fit in the screen, they will zoom out, so that all icons are always visible.

They shouldn't be different.

I don't think this is an issue.

So with this information there would seem to be a software issue / bug.

They shouldn't be different.

the view can decide how to render the icons based on the global parameters; for instance in a panel view, the icons are slightly smaller and don't zoom, because that's what you would expect from a panel.
however, that's customizable in the config window of the view (in the advanced configuration)

You can change the size of second docks by doing a right click on them / Cairo-Dock / Modify this dock / Appearance / Icons size. Is it what you want to change?

I have done this already...the top dock is set to the largest size but it isn't the largest size. Please look at my previous posts and photos.

There is an option in the advanced mode of the config panel / View module / Panel tab (but I think it has been removed)

I went to cairo-dock config, selected advanced mode, the under appearance>views>panel>ratio to apply on icon's size, set this to 1 or the slider bar to normal icons. Logged out then back in and they changed to the same size as the bottom panel.

well, seems there is a bit of confusion here
maybe we should set this parameter to 1, and just let it available for people who want to have über-tiny icons in panel mode ?

This is why I proposed to add the possiblity to select the size in pixel and not only with a list (if the user want to reduce the size of second (or select a larger size or a precise size), he can simply change this parameter in the config panel of this second dock instead of going to the advanced mode of the config panel / views / panel...).
But it can be interesting to not remove this option in order to not modify user's theme.
