In Ubuntu 8.10 the logout applet misses the shutdown option.
I can only logout or switch user, the options shutdown and/or reboot are missing, is this a bug or do I something wrong?

Is there a way to change this, so when I press the logout icon it shows the shutdown option also?
Middle click the icon works but is not very handy to use.

no, the 2 panels are separated now, complain to Gnome
but you can possibly set your own command in the config of logout.
